Matera was designated as European Capital of Culture in May 2015 on the basis of the panel’s selection report; its bid-book is available on the Matera-Basilicata 2019 website. There was an informal meeting between Matera and the panel in September 2015, and a first formal monitoring meeting in October 2016. There were also two visits by a panel's delegation to Matera in March 2016 and in September 2017.

This final report presents the findings of the ex-post evaluation of the European Capitals of Culture (ECoC) Action for 2018 undertaken by Ecorys and the Centre for Strategy and Evaluation Services (CSES).
The cities of Leeuwarden-Friesland and Valletta were the two ECoC cities for 2018. The evaluation has focussed on how these cities developed their application and cultural programme, how they delivered their ECoC year, the benefits and impacts that were gained and any legacy issues they experienced. The evaluation also highlights what the cities actually delivered over 2018 and describe the themes, priorities and key projects that made up their ECoC cultural programme. Finally, the evaluation also puts forward conclusions, recommendations and lessons for future ECoC title-holders and applicants as well as EU institutions to learn from.
This report starts with an introduction explaining the aims and methodology of the evaluation and a brief policy history and context of the ECoC. It is then followed by a chapter each for Leeuwarden-Friesland and Valletta which sets out the main findings and observations of the evaluation for each of the 2018 host cities. It concludes with overall findings and recommendations.

This report follows the meeting in Galway on 15 October 2019 between the Expert panel (the “panel”) and Rijeka, one of the two European Capitals of Culture (“ECoC”) in 2020. Rijeka was designated as the European Capital of Culture 2020 in Croatia in July 2016 by the relevant Croatian authorities based on the recommendation included in the panel’s selection report. The Rijeka 2020 bid-book is available on the organisation’s website. The first monitoring meeting was held in Brussels on 8 March 2017 and the second monitoring meeting was held in Rijeka on 28-29 June 2018. The third monitoring report is addressed to the Rijeka 2020 organisation (RIJEKA 2020 LLC) and will be published on the European Commission’s website.

This report follows the meeting in Galway on 15 October 2019 between the panel and the team of Galway, one of the two European Capitals of Culture (ECoC) in 2020. Galway was nominated as the European Capital of Culture 2020 by the relevant Irish authorities on 14 September 2016 based on the recommendation included in the panel’s Selection Report; its bid-book is available on the Galway 2020 website. The first monitoring meeting was held in Brussels on 8 March 2017 and the second monitoring meeting was held in Rijeka on 28-29 June 2018. This third monitoring report is addressed to the Galway 2020 team and will be published on the European Commission’s website.

This report follows the meeting in Timisoara on 5 June 2019 between the Panel and Esch- sur-Alzette, one of the two European Capitals of Culture (ECOC) in 2022. Esch-sur- Alzette was nominated as the European Capital of Culture 2022 in Luxembourg on the 6 December 2017 by the Ministry of Culture of Luxembourg on the basis of the Panel selection report; its bidbook is available on the Esch 2022 website. Later on, at the 20th November 2018 the Panel had an informal exchange with a delegation from Esch-sur-Alzette in Brussels. This report is addressed to the Esch 2022 asbl institution and will be published on the European Commission’s website.

Following the panel vote, the panel recommends that the Federal Chancellery designates as the 2024 European Capital of Culture in Austria, the city of Bad Ischl.
