This final report presents the findings of the ex-post evaluation of the ECoC Action for 2015, which was undertaken by Ecorys and the Centre for Strategy and Evaluation Services (CSES). The evaluation focussed on the two 2015 hosts: Mons (Belgium) and Pilsen (Czech Republic). It assessed the ways in which each city implemented their ECoC and the benefits that have resulted. The report explains how Mons and Pilsen developed their application, designed their cultural programmes and organised themselves to deliver their activities. The report also focusses on the benefits of hosting the title, as well as on legacy and lessons learned.

The year 2015 was as though a theatre spot- light was pointed at the cultural life in Pilsen. It revealed its hidden corners, it lifted the veil from the everyday lives of Pilsen residents. We were able to explore the Pilsen Region and its long-forgotten secrets. Pilsen really did open up to its neighbours and to other impulses from abroad.
We all witnessed explosions of creativity. It is now up to us what we take away from 2015 and how we allow ourselves to be inspired. The things that we have created need constant care.
To all those who try to cultivate themselves and their surroundings, who believe and act, I wish strength, many good ideas and reliable colleagues.

This report follows the meeting1 in Brussels on 21 April 2016 between Pafos, one of the two European Capitals of Culture (ECOC) in 2017, and the monitoring and advisory panel (the “panel”). Pafos was selected in September 2012; its bidbook is available on the Pafos 2017 website. There was an informal meeting between Pafos and the panel in October 2013 and a first formal monitoring meeting in November 2014.
The report is addressed to the Pafos 2017 Organisation and will be published on the European Commission’s website.

Plovdiv was selected in May 2015; its bid-book is available on the Plovdiv 2019 website. There was an informal meeting between Plovdiv and the panel on 16 September 2015. This was the first formal monitoring meeting.
