This book sets out the lessons learned from the unique approach to community development adopted by the Living Heritage programme between 2001 and 2005 in Bosnia and Herzegovina, Bulgaria, Macedonia and Romania. Through support to some 140 local projects in those countries, Living Heritage was able to nurture innovative practices in strengthening communities in remote rural areas through a creative use of cultural resources. It also empowered a large number of project teams, community facilitators and organisations through hands-on experience and technical assistance.

The various topics addressed in these articles should provide valuable insights into the present and future use of the principles embedded
in the Faro Convention when dealing with issues that go beyond the mere conservation of cultural heritage. If there is one domain that can illustrate how the past can shape the future, cultural heritage is surely the best example, as preserving it illustrates the neces- sary recognition of previous generations’ action while valuing it reflects the need to give greater meaning for present and future generations.

This case study was developed on the basis of the action project “Construction of a local cultural strategy of the city of Plovdiv and setting up an effective structure for an active social dialogue” implemented in 2001.
The project was initiated and put into action by the “European Cultural Month - Plovdiv 99” Foundation, the Cultural Department of the Municipality of Plovdiv, the Municipal Institute for Museum Activities – Plovdiv and the Ancient Plovdiv Trust, under the coordination of Vessela Ilieva.

Cette stratégie s’appelle [Connexions], parce que, comme on le verra, elle vise à établir ou renforcer les liens entre les acteurs du milieu culturel, entre la culture et les autres domaines d’action de la Ville, entre les différents quartiers d’Esch, entre Esch et la région, entre le passé, le présent et le futur, mais aussi entre les domaines prioritaires d’action retenus. Cette stratégie repose aussi en partie sur les technologies numériques, capables de permettre ou de faciliter ces connexions.

It is an exciting time for Galway. The city’s bid for European Capital of Culture 2020 builds on previous successes, such as the UNESCO City of Film designation, the Urbanism Great Town award, the Purple Flag award, the FDI Micro-City of the Year award, European Region of Gastronomy 2018 and now the European Green Leaf Award 2017 as Europe’s most environmentally sustainable small city. There are major challenges and opportunities ahead for the city. These challenges will be addressed and the opportunities maximised through genuine public consultation and multi-agency collaborations.
