We need to unlock the vast cultural capacity of Galway City and County which, for reasons of economic social and sectoral challenges, is inhibited from finding full expression in citizenship, inclusivity and creativity. Making Waves, with Europe's support, is the key to achieving our ambition. As Europeans, we share experiences and values which bind us in a common purpose. The ECOC creates a secure space in which to celebrate and exchange our cultural diversity. There is much we can learn from our fellow Europeans and there is much of our culture which we want to share with them. And when we travel this path of exchanging our stories it will lead to creative synergies and boundless possibilities.

Limerick is creating a place of belonging in Europe. We are ignited with the electrifying potential of this competition, to share our city with an invitation to all of Europe to celebrate our transformation. Limerick had been a non-place in Europe, in Ireland for a long time. The power of culture made us discover our city as a place on the European map in its own right: as a city of multiplicity – full of contradictions and multiple layers. A place transcending a reputation as Ireland’s “problem city” seeking not to be fixed in one locality or paradigm but open to the flow of wider influences.

Europe is experiencing a time of great challenge and change. We are used to change. We embrace disruption. We recognise the challenges Europe faces as our own. Over here on the edge, we feel that we have a unique perspective to offer. Our histories match. We are both old and young, ancient and modern. Across all your regions you speak many languages, some of them endangered. Our region is English and Irish speaking. We want to converse with you in a culture-led, bottom-up, non- hierarchical environment of ideas; take you out dancing, spend evenings with you in your pubs and ours, have arguments, make waves, agree to differ, take you home to mother, make new generations of multi-cultural citizens. We’d like to offer you a dance floor, and all our best music to go with it. Come dance with us in Galway! In return, we want to invade your dance floors in a future that is creative, inclusive and keeps faith with a new European dream.

It is an exciting time for Galway. The city’s bid for European Capital of Culture 2020 builds on previous successes, such as the UNESCO City of Film designation, the Urbanism Great Town award, the Purple Flag award, the FDI Micro-City of the Year award, European Region of Gastronomy 2018 and now the European Green Leaf Award 2017 as Europe’s most environmentally sustainable small city. There are major challenges and opportunities ahead for the city. These challenges will be addressed and the opportunities maximised through genuine public consultation and multi-agency collaborations.
