Matera 2019 Cultural Strategy

Matera has chosen to use its candidacy as a sandbox, as a way of opening up to new and unexpected forms of making culture. One example: today Matera is, by a long chalk, Southern Italy’s leader in open data available for use in an extraordinary variety of ways, from science to artistic creativity.
This “open” candidacy has shown the city that anybody can reinvent themselves in new roles and perform a role in the great play of cultural production. This has come as a surprise even to us politicians and administrators. But unlike in the past, our concern is not that the situation might escape our control. On the contrary, we want Matera and Basilicata to invent and adopt new, risky and open ideas, just like the future we have decided to embrace.

The first edition of the Report was presented in Matera in July 2020.The purpose of this Monitoring Report is to present and systematise the most important data gathered during the year of Matera European Capital of Culture 2019.
An Appendix has been added to this second edition of the Report that presents the data relating to the short-term economic impacts that have emerged from the evaluation studies that were concluded during 2020. This has offered a useful opportunity to expand the International Dimension and Cultural Vibrancy sections with new paragraphs, and to correct some typographical errors that appeared in the first edition.

As has been repeatedly acknowledged by external observers, thanks to the work carried out both during the candidacy phase and during the year as capital, Matera 2019 has become a model for European capitals of culture because it is the city that has been able to get involved more than others through multidisciplinary activities, through solid citizen participation and through a cultural programme that was 85 percent theirownoriginalprojects.What'smore, Matera2019hasalsobeenrecognisedas exemplaryintermsofcommunication.We areleavingthelegacyofacitythatis certainly better known and appreciated in ItalyandEurope.Wehavesowntheseeds, we have watered the soil and the tree is starting to grow with strong roots that we wanted to call: Co-creation, Inclusion, Expansion of the City, Remoteness.
This is our legacy that we must continue to water.

Our Word Map was born from the experience of a working group from Matera 2019 - European Capital of Culture. A collective story describing our identity of being, knowing and doing, within a cultural and creative ecosystem. Aware of the value of the work done and full of our experience in Matera, we investigated our professional and personal dimensions together. We realised that collective work was guided by a set of values: our words. These are the ones that, plotted on an imaginary map, have allowed us to extricate ourselves in the complexity with a personal harmony. The Word Map has become a tool to be used in any other ecosystem. This is why we want to share it openly with those who, like us, are engaged in open and shared processes of co-creation and values.

La nostra Word Map nasce dall’esperienza di un gruppo di lavoro di Matera 2019 - Capitale Europea della Cultura. Un racconto collettivo identitario che descrive il nostro essere, saper essere, fare e saper fare, all’interno di un ecosistema culturale e creativo. Consapevoli del valore del lavoro affrontato e pieni del nostro vissuto a Matera, abbiamo indagato insieme le nostre dimensioni professionali e personali. Abbiamo compreso che il lavoro collettivo è stato guidato da un insieme di valori, le nostre parole, che all’interno di una immaginaria mappa ci hanno permesso di districarci nella complessità con una personale armonia. La Word Map è diventata uno strumento da utilizzare in ogni altro ecosistema e per questo vogliamo condividerla apertamente con chi, come noi, sia impegnato in processi di co-creazione, valoriali, aperti e partecipati.

From sociological point of view, culture can basically be defined as past or/and present behavioral patterns of cities and urban areas. To date, cultural practices have been affected through acculturation among societies. Thus, cities get to know cultural ideas of others’. Still, culture has not been thought as the driving force for development up till 1980s. Technology, commerce and economy have been top issues on agendas of governments in terms of development. Contrary to this prioritization, the European Capital of Culture (ECoC) program made cities an important factor for development and spread of Europe’s culture after an inter-governmental consensus was reached at European Council in 1985. In this sense, the European Capital of Culture (ECoC) Program has been designating certain communities as Capital(s) of Culture annually. In this sense, cities are expected to contribute to European culture by improving their contacts with each other. Besides, cities have been using the Event as a valuable opportunity to regenerate themselves, raise their international profile, and boost tourism income for economical and cultural development.
In this study, first the concept of ECoC, its historical background, and its impacts to be expected are analyzed. Then, a general overview of Istanbul referring to its social and cultural texture, tourism, and urbanization is put forth. Later, Istanbul’s approach to the Event, preparations that was made for applying along with the actors involved in, and reasons to be chosen are analyzed by focusing on the term before being approved as 2010 ECoC. Following, the context of planned activities and their impacts on cultural life, tourism and economy, and on image of the city is stated. Finally, a general evaluation of the Istanbul 2010 ECoC program by putting emphasizes on governance model and sustainability is made.
To sum up, the expectations from the Event and its outcomes, laying emphasis on the reasons for not getting desired results, are scrutinized with this study.

The Matera-Basilicata 2019 Foundation set up specific actions to monitor and evaluate the programme and results of Matera 2019 so as to be able to understand the transformational outcome of the process put in place at the time of the designation, to give back what occurred in a transparent and shared manner and to jointly appreciate what the Matera European Capital of Culture experience has taught. The purpose of this document is to provide a brief introductory guide to interpreting the independent evaluation studies commissioned by the Matera-Basilicata 2019 Foundation, which take into consideration both the event in the sense of an extensive time window, from when Matera was announced as a European Capital of Culture (17 October 2014) to the end of its year as a Capital, and certain more specific phenomena that can be attributed to 2019.

Although not initially included in the bid book, the Passport has become one of the symbols of Matera 2019. Created to give a concrete form to the message of openness towards the world and the future, the "Matera 2019 Passport" has allowed holders to become temporary citizens and to immerse themselves in Matera's cultural offer through access to all European Capital of Culture events, at a symbolic price of 19 Euros, although a wide range of price reductions were available.
The study on the Passport was aimed at observing the behaviour of users - in both the purchase and the usage phases - and at collecting useful data for a more in depth knowledge of the public, to be read at a synoptic level together with the evidence emerging from the field surveys promoted by the Matera-Basilicata 2019 Foundation (FMB2019).

Much has been written, continues to be written and will be written in the future about urban spaces in the time of COVID-19. These are important arguments that require reflection and study, and can never be exhausted, because the unprecedented images of cities are constantly being negated; they do not allow our thoughts to settle, because they change immediately, making predictions and forecasts pointless. We are convinced that Matera 2019 represents an excellent testing ground for exploring the capacity for resistance and resilience of a city that was a European Capital of Culture year before the outbreak of the COVID-19 epidemic, a dramatic, unforeseen occurrence that has radically altered the phase of acquisition and re- elaboration of the benefits of the great success that accompanies a major event such as the European Capital of Culture, a success Matera had obtained in previous years up to the year of proclamation in 2019.
