San Sebastian, the city behind this bid, the Provincial Council of Gipuzkoa and the Basque Government all face an important collective challenge in the coming years: to achieve peace and create a model of coexistence that we can share with other European cities. This model will be based on respect for Human Rights, the culture of peace, education in values and linguistic and cultural diversity; all factors that enrich the citizen construction of Europe and provide it with a clear identity.

In this convulsed and crisis-stricken Europe, there is little we can do without active citizens, without the driving force of its social capital. Without the talent of the people that coexist in and share the human space of cities. Without the strength of ideas. Without passion, and our citizens' commitment to work to transform reality, to recover the emotion of Europe, to develop the culture of values and the dialogue of diversity. In this framework, San Sebastian steps up with a pivotal ida in its Candidacy to the European Capital of Culture in 20166. Namely how a human-scale city, with cultural initiatives and movements, battered by terrorism and with many unhealed wounds, is capable of emerging in the Atlantic thanks to the drive of its citizens and the capacity of culture to transform and build a model of coexistence to share with other European cities. San Sebastian intends to rise to this Challenge, driven by respect for human rights, cultural cooperation and networking with the Europe of Diversity.

The time has come to once again ignite the enthusiasm of all these citizens that are the essence of our project. San Sebastian 2016 is no longer the emperor's new clothes or something that is looked at but goes unseen. The programme that you have in your hands is the result of the efforts of many people, from those who have proposed the initiatives that today are a reality, to the hundreds of professionals from both the San Sebastian 2016 Foundation and beyond who have worked with dedication and determination to see the project through. We also mustn't forget all the citizens and residents that have felt, enjoyed, and shared in the project's development. People are vital to the project and everyone is necessary: differences should not lead to barriers which divide us, but instead serve as a meeting place that enriches us and helps us to promote culture for coexistence. Will it work? Who knows. Success depends on you - it depends on each and every one of us.
